Gabriel Uribe, President

Dr. Gabriel Uribe serves as the Director of Community Health and has previously served as the Independent Living and Diversity Services Manager and Disability Community Representative at the Inland Empire Health Plan (IEHP). Dr. Uribe’s contributions in the areas of community health, program design, diversity and inclusion, policy development and social innovation have been key to the development of a robust community collaboration initiatives in IEHP’s catchment area. IEHP is a not-for-profit public entity, rapidly growing Medi-Cal and Medicare health plan in California. With a network of more than 6,400 Providers and 2,000 employees, IEHP serves over 1.3 million residents of California’s Riverside and San Bernardino counties who are enrolled in Medi-Cal, and Cal MediConnect (Medicare-Medicaid Plan). 

In addition to his role at IEHP, Dr. Uribe is a Professor of Social Work Policy at La Sierra University. His passion for social justice and disability rights have afforded him the opportunity to volunteer on several community agency boards.

Dr. Uribe earned a Doctor of Social Work at the University of Southern California and holds a Masters of Public Administration from Cal Poly Pomona.  He is an experienced social service professional committed to the delivery of accessible and culturally responsive health care for low-income and underrepresented communities.

Cotie Williams, Vice President

Cotie Williams is the current Director of the Community Development & Outreach department for East Campus and Surgical Hospital at Loma Linda University Health (which includes the PossAbilities program). Upon her arrival in 2008, she brought with her over 15 years of experience in the government and private sectors as well as experience with a Fortune 500 company. Cotie has a heart of compassion for those in her community and accesses her expertise in outreach, marketing, business administration, philanthropy, project management and event coordination to provide resources to community members with a disability and veterans. She lives in her passion everyday by being of service to others, collaborating to build community, and  providing new direction and hope for those with diverse disabilities, veterans, and seniors..

Doug Vincent, Treasurer‍ ‍

Doug Vincent was born on August 23, 1955, into a world without a polio vaccine. In 1956, at just one year old, he contracted polio. Doctors didn’t offer much hope—he was expected never to walk and to remain in leg braces for life. But Doug had other plans. He defied expectations, learning to navigate the world on his terms. After numerous surgeries—some to stabilize joints, others to move or fuse muscles—he went on to live an active and fulfilling childhood and adolescence.

he serves on the boards of Anthesis, Rolling Start, and the Volunteers for Veterans Foundation. He is also a member of the Physically Disabled Access Appeals Board for San Bernardino County.
In 2006, he joined PossAbilities, participating in their annual triathlon, handcycling events, and advocating for those with disabilities. His dedication earned him a place on Loma Linda University Health’s Wall of Heroes, and he continues to emcee events and support his community with an unwavering spirit of generosity.


Today, Doug’s passion lies in Walk and Roll Live, a podcast dedicated to amplifying voices from the disability community. Through compelling interviews and real-life stories, Walk and Roll Live shines a light on the challenges, triumphs, and experiences of those living with disabilities. With his signature warmth, humor, and deep understanding, Doug creates a space where guests can share their journeys, fostering awareness, inclusion, and empowerment.

Jennifer Smith

Jennifer Smith is a Program Coordinator II with the County of Riverside Emergency Management Department (EMD). Jennifer currently manages the Emergency Management Performance Grant and oversees the volunteer program and training for EMD. Jennifer has been the Access and Functional Needs (AFN) Coordinator for six years and has been with EMD for a total of eight years. Jennifer graduated from the University of California Riverside in 1994 with a B.A. in Sociology and Business Administration. Jennifer is married with two beautiful children who are now attending college. Jennifer’s favorite sports teams are Los Angeles Lakers and the Kansas City Chiefs. Jennifer enjoys reading, hiking, lounging by the pool, watching basketball, and spending time with family.

Abigail Pascua

Abigail Pascua brings over two decades of progressive, diverse non-profit management experience related to seniors and people living with disabilities. She played an integral role in developing and introducing the Transportation Reimbursement Program, AgingNext Village, and the Volunteer Driver and Mobility Management Program. Abby graduated with a bachelor’s degree in computer science from Philippine Christian University. While her mind was set on utilizing her degree and getting a job in tech, her heart was elsewhere, helping seniors. Abby is actively engaged in the community and currently serves on the ParkTree Community Health Center board. She is a mother to three kids, a mini golden
doodle named Boo and a Sulcata tortoise named Ella.

Richard Startz

Richard Startz, Traumatic Brain Injury Specialist, Rolling Start Inc.

Richard Startz currently serves as a Traumatic Brain Injury specialist with Rolling Start inc. an organization he has been with for the past three years. He had the honor of serving as the 2025 Co-Chair of the IEDC, a position that strengthened his commitment to supporting individuals with disabilities and advancing the mission of the committee.

  At 55 years old, Richard brings both lived experience and professional expertise to his work. He is a paraplegic as a result of a gunshot wound sustained in 1991, as experience that has shaped his dedication to advocacy and empowerment within the disability community.  Throughout his career, helping others with disabilities has provided him with a profound sense of purpose and fulfillment.

  The resources, collaboration, and shared knowledge gained through, the IEDC have been invaluable in supporting the consumers he serves at Rolling Start

Suzette Cunningham

Suzette Cunningham, Account Manager Supervisor, Hanna Interpreting Services, LLC

Suzette Cunningham has been the Account Manager Supervisor at Hanna Interpreting Services, LLC for over two and a half years. Before joining Hanna, she held prominent roles, including North American Regional Manager at Fitbit and Belgian Sales Manager at Anheuser-Busch. Suzette is known for her ability to build lasting relationships and connect with others. After years of experience in the corporate world, she found a strong alignment with Hanna's core values, which resonate deeply with her personal principles.

Suzette is also dedicated to her professional community, consistently attending and participating in IEHP–IEDC meetings. Over the past two years, she has made the trip to IEHP and surrounding areas such as Riverside County and San Bernardino County from San Diego each month to show her commitment.

Originally from the Philippines, Suzette is fluent in both Tagalog and Bicolano, a Filipino dialect. In her free time, she enjoys long walks through the ice cream aisles and has a passion for plant collecting.
